I am directed by Secretary Sir Edward Grey to acknowledge the receipt of your letter of the 28th ultimo, renewing the request made in your letter of the 23rd July that His Majesty's Commercial Attaché in China should, as was formerly the case, make Shanghai his headquarters.
As stated in the letter from this Department of the 3rd August, the change in regard to the headquarters of the Commercial Attaché was adopted after the matter had received careful consideration, and I am to inform you that the Secretary of State is unable to reconsider the question at present.
I am, however, to add that the views of the Association will be communicated to His Majesty's Minister at Peking, who will, if he finds, after consultation with the Acting Commercial Attaché, that the present arrangement is not the most convenient, so advise His Majesty's Government.

I AM directed by Secretary Sir Edward Grey to acknowledge the receipt of your letter of the 28th ultimo, renewing the request made in your letter of the 23rd July that His Majesty's Commercial Attaché in China should, as was formerly the case, make Shanghae his head-quarters.
